When you say "all correct polarity", I'm going to assume that you triple-checked all of the connections and connectors, and are sure that the + and - LED tails are correctly attached (and that you tested the LEDs, too; a recent batch I got were all reversed!).
A few thoughts, then:
- Are you sure that you are getting power to the board? Time to break out the multimeter and start checking various spots on the board. Start at the power connector, then after the power caps (the black silos). After that, look up the IC's and find out which pins are supposed to be the recipients of power. Check there. But throughout all of it, make sure you don't get static'd up. It'd be a bad time to be rubbing balloons against your hair.
- I see you chose to go without DIP sockets for the IC's. Are you sure they are OK after soldering? If you've got an oscilliscope, this would help you check the inputs and outputs.
- Are you sure your I/O connectors are really nailed in? About 90% of the problems I encounter are connector issues and not circuit issues.
So there is a start. But I think doing some power tracking will be the best first 30 minutes to spend with this.
