It's a 4015 shift register, not a 4051 ;)

The tester is very helpful and worth the price, IIRC I paid much less than $79.80 for it years ago, €30 shipped or so.
I had to replace the ZIF socket at some point because bad contacts occured.
Some ICs are unknown but most are recognized. Autodetecting works most of the time and it's also possible to enter the IC reference manually.
Finest EMS gear service and 208 goodies

I'm not a synths dealer and don't know of any cheap Synthi secret market.
I don't offer support for attempts to build clones of EMS equipment.

The 4051 is a example for discussion because it has many complex specifications, like opamps (that the device claims to identify). Simpler chips like a 4015 are unlikely to be tested any more than a basic truth table at slow speed which doesn't tell you anything about if its "ok" or not. Many parameters (beyond supply voltage which is already unlikely tested by such a simple device) such as thresholds and timing will be unknown.

As with dot matrix madness I don't see much value in a tester that only tells you it matches an existing pin layout and doesn't report any specifications. Basic acceptance testers usually check quiescent and leakage currents as a quick verification of providence, to be checked against the manufacturers specifications.

What one should expect for such a low price ?
The tester is not top notch for sure but it's undoubtedly helpful for checking for faulty chips during repairs and I use it essentially for this purpose.

On a side note, the mermaid 4015 works in the Buchla 208 random circuit.
