If you are in the UK, absence of a protective conductor at a socket outlet would be classed as a C2 fault, ie potentially dangerous, and requiring urgent rectification. I had quite a few scratchy pots a few years ago, and spent an afternoon lubricating all of them, following the instructions on Blacet's website. It worked, completely. I would recommend trying it out!
